According to the resolution adopted by the Cabinet of Ministers on April 9, greenhouse farms in Tashkent city and the Tashkent region will be relocated to the Surkhandarya region, where climatic conditions are favorable, and they will be provided with financial support and modern infrastructure.
Furthermore, the supply of natural gas to greenhouses in the Tashkent region will be completely stopped, and the construction of new greenhouses using coal and fuel oil will not be permitted. Tax rates will be calculated using higher coefficients.
On the vacated land areas, permission will be granted for establishing intensive horticulture, viticulture, nurseries, or "green gardens." Capital construction work will be prohibited in greenhouses that are state property.
Starting June 1, 2026, the registration of new greenhouses using coal, fuel oil, and other harmful fuels will not be permitted in the Yukori Chirchik, Kibray, Yangiyul, Zangiota, and Tashkent districts. Furthermore, starting August 1, 2026, the supply of natural gas to greenhouses in these areas will be completely stopped.
Additionally, payments for water resources will be calculated at five times the tariff established for industrial enterprises. Land tax and property tax will be applied at rates increased by up to ten times compared to the current base rates.
