In Uzbekistan, from now on, a change of gender will serve as a basis for changing one's name, surname, and father's name. This is stipulated in the Cabinet of Ministers' decision of June 12, titled “On making amendments and additions to certain decisions of the Government of the Republic of Uzbekistan, as well as deeming some of them as having lost their force,” which can be found here.
According to the decision, a citizen who has changed their gender can now apply to change their name, surname, and father's name. For this, a medical conclusion about the gender change issued by a healthcare institution must be provided.
According to the new edition of the rules, the following conditions allow for a change in personal data (full name):
- According to Article 15 of the Law of the Republic of Uzbekistan "On the State Language";
- Based on a court decision;
- If the name or surname sounds unpleasant or unattractive;
- If the name or surname does not match national identity;
- Upon request – returning to pre-marital surname (during marriage or after divorce);
- If family members wish to adopt a common surname (if such a surname was not adopted at the time of marriage);
- In cases where children wish to take their father’s, mother’s, mother’s pre-marital, or stepfather/guardian's surname;
- For a person who has reached the age of 16 in paternity establishment cases;
- When gender is changed.
