Based on the relevant decree of the President, the powers of local government bodies in Uzbekistan will be expanded, and through this, their financial independence will be ensured.
It is noted that starting from January 1, 2026, the deputies of district (city) hokims on issues of construction, communications, utilities, ecology, and landscaping will simultaneously be considered the heads of landscaping departments.
The Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city hokimiyats will implement the following:
By March 1, 2026, establishing greenhouses with the allocation of at least 0.5 hectares of land area to landscaping departments;
from April 1 of the next year, implementing measures for planting seasonal flower seedlings supplied by them in the territories attached to city landscaping departments
implementation in landscaping departments across all regions of the republic starting from 2027;
within one month, conducting a full inventory of parking lots in the territories attached to the departments;
it is planned to install an automated system to control the entry and exit of motor vehicles at all parking lots by April 1, 2026.
Funds under government bodies and local budgets will be allowed, starting from January 1, 2026, to place the free portion of local additional source funds on deposit in a bank through auction to generate income.
From this date, a reduction in district and city budget expenditures is also mandated.
