Presidential Decree "On additional measures to popularize cashless payments and reduce the share of the shadow economy" (PF-246, dated 10.12.2025) was adopted. This was announced on the Legal Information Channel of the Ministry of Justice.
According to the Decree, the following key target indicators for reducing the share of the shadow economy by 2030 have been established, including:
- reducing the share of the unobserved economy relative to GDP by 1.3 times;
- increasing the share of cashless payments made by the population in trade and services to 75 percent.
Starting from April 1, 2026, payments for the following shall be made exclusively via bank cards or electronic payment systems:
- services provided by state bodies;
- payments for the use of electricity, natural gas, drinking water;
- alcohol and tobacco products;
- services for selling petroleum products to the population through vehicle fuel filling stations and charging electric vehicles;
- goods and services valued at over 25 million soums;
- sale and purchase of real estate objects, vehicles of categories M, N, O and G manufactured less than 10 years ago, and special-purpose motor vehicles.
