On November 18, a draft law on introducing amendments to the law "On Detention in Criminal Proceedings" was approved in the first reading at a regular session of the Legislative Chamber of the Oliy Majlis.

According to the draft, it is proposed to revise a number of rules currently in effect in pre-trial detention centers, improve the daily needs of detained persons, and strengthen humanitarian standards.

The draft law proposes the right for detained persons to receive additional clothing and footwear on rest days and holidays, as well as to increase the duration of walks from the current minimum of at least one hour to up to two hours.

Currently, persons held in pre-trial detention centers can spend up to 50% of the minimum monthly wage (635,500 soums) on food and essential goods, in accordance with an order from the Interior Affairs Bodies. The draft proposes to increase this amount to 100% — 1,271,000 soums.

According to the opinion of the Ombudsman, the adoption of the law will serve the principles of constitutional humanism, dignity and respect for value, ensure human rights, help bring national legislation closer to international practice, and improve the country's position in international ratings and indices.
