The seller who delayed the delivery of the goods will now pay a penalty.

To protect consumer rights, a significant legal amendment was introduced — a penalty of 0.5% of the product price for each day of delay is now mandatory.

According to the amendments introduced by Law No. ORQ-1078, adopted on July 31, 2025, to the Law "On Consumer Rights Protection," if a seller fails to deliver goods within the agreed timeframe, they must pay a penalty of 0.5% of the product price for each minute, hour, or day of delay.

The contract is prohibited from setting this penalty amount below 0.5%. This norm has been implemented in the interest of consumers—individuals.

In recent years, complaints related to delays in goods delivery have sharply increased:

2022 — 500 appeals,

2023 — 1,373,

2024 — 4,213.

Most cases involve delays in the delivery of household appliances, furniture, and automobiles.

The purpose of the law is to effectively protect citizens' rights, increase sellers' accountability, and foster a fair market environment.
