The conditions for licensing private higher education institutions have been specified.

According to the new requirements, the buildings intended for the educational process of higher education institutions must not be less than 5 thousand square meters.

On June 30, the Cabinet of Ministers adopted resolution [VMQ-403] "On additional measures to improve the quality of non-governmental educational services in the Republic". The document was published by UzA.

According to it, the additional conditions for licensing are as follows. The concept of the higher education institution being established by the applicant will be presented. The concept will include:

  1. the name of the educational institution;
  2. its status;
  3. management system and personnel;
  4. main educational and scientific activity directions;
  5. admission parameters;
  6. the system and means of ensuring the quality of education;
  7. the amount of tuition and its calculation;
  8. a 5-year strategic plan for the development of the educational institution;
  9. other important issues related to the activities of the educational institution.

The applicant forms the initial endowment fund (charter capital) that includes the material and technical base, software related directly to the educational process of the non-state higher education institution, in an amount not less than 2 million US dollars equivalent. Subsequently, as the number of students increases, the endowment fund will be increased accordingly.

Moreover, the applicant will place an equivalent of 350 thousand US dollars in reserves in deposits with commercial banks.

The area of buildings and structures intended for the educational process of the newly established higher education institution must not be less than 5,000 square meters. In this case, the building does not have to be the property of the university; it can also start operations based on a lease (free use) agreement concluded for at least a period of 5 years.

For the first 5 years after the establishment of the higher education institution, at least 80 percent of its annual net profit, and at least 50 percent in subsequent years, will be directed towards developing the main activities of this educational institution.

The organization of new educational institutions is carried out in two phases — by establishing based on licensing and then through special state accreditation of educational programs.

Entrepreneurial entities that have obtained a license before the decision takes effect must organize their activities based on the new license requirements and conditions by January 1, 2026.
