The Ministry of Health of Uzbekistan has approved a list of diseases and conditions that allow drivers and passengers to not wear a seatbelt. This list was approved by Order No. 29 dated December 24, 2025, and registered with the Ministry of Justice.
According to the document, citizens are permitted to not wear a seatbelt in cases where it is harmful to health or physically impossible. A special electronic medical certificate is required for this exemption.
The list includes injuries (fractures of the hip, pelvic bone, ribs, shoulder girdle, spinal column), lung and heart diseases, bronchial asthma, severe forms of COPD, morbid obesity (BMI ≥ 40), height below 150 cm, conditions after chest and abdominal surgeries, breast implants, and neurological pathologies limiting hand movement.
The medical certificate is officially issued free of charge through the "Electronic Healthcare" system and can be issued for an indefinite period or for 2 months, depending on the type of illness. Not wearing a seatbelt without a certificate is considered a violation of traffic rules.
