Significant innovations are being introduced into the anti-corruption system by Presidential Decree No. PF-270, adopted on December 30, 2025. The document envisages mechanisms for preventing corruption, strengthening internal control in state bodies, and protecting whistleblowers.
According to the Decree, starting from July 1, 2026, the "Digital Compliance" information software complex will be launched in a pilot mode. It ensures rapid information exchange among participants of the corruption prevention cluster and fully digitizes anti-corruption internal control activities in state bodies and organizations through the "E-Compliance" module.
The document grants additional powers to the Anti-Corruption Agency. The Agency now has the right to issue mandatory instructions and recommendations to state bodies and organizations on preventing offenses.
One of the most important innovations is the introduction of the practice of issuing protection orders to protect individuals who have reported corrupt offenses from pressure and persecution in their professional activities.
Furthermore, to encourage individuals who have made a worthy contribution to the fight against corruption, the "For Contribution to the Fight Against Corruption" breast badge will be established.
In accordance with the Decree, the National Anti-Corruption Certification Management System will be gradually implemented from 2026 to 2030. It will first be applied in organizations rated "unsatisfactory" based on rating assessment results. If the system is not implemented in a timely manner, all incentive payments to the head and their deputies will be suspended.
