In social networks, it is being claimed by some internet publications and activists that the cost of paid services in state hospitals has increased by 4.8 times.
According to the Information Service of the Ministry of Economy and Finance, the decision of the Ministry of Justice to register the decision of the Ministry of Economy and Finance and the Ministry of Health on “Approving the financing procedure for medical treatment and prophylaxis institutions providing paid medical services” has been registered.
Paragraph 8 of this decision stipulates that “the maximum payment for medical services provided by the treatment-prophylactic institution at the expense of budget funds cannot exceed 25 percent of the cost of similar services”.
However, after the adoption of this decision, different interpretations of the norm in paragraph 8 led to some misunderstandings. In particular, questions arose whether “the cost of such services is intended to be 25 percent or 125 percent”. Simply put, inquiries emerged about whether "a medical service worth 100 thousand som would be provided for 25 thousand som or 125 thousand som."
To resolve the misunderstanding, a joint decision by the Ministry of Economy and Finance and the Ministry of Health on “Amending paragraph 8 of the financing procedure for medical treatment and prophylaxis institutions providing paid medical services” was adopted and registered by the Ministry of Justice on May 7, 2025.
This aligned the procedure with the current regulatory document and clearly defined the upper limit of the prices for paid medical services. Specifically, it was firmly decided that a markup of up to 20 percent could be applied in setting the price of medical services provided to the public on a paid basis.
That is, from now on, the price for a medical service with a base cost of 100 thousand som cannot exceed 120 thousand som.
Until now, the price formation for medical services provided to the public on a paid basis in medical institutions was implemented by applying a markup of up to 25 percent. That is, it was possible to set the paid price of a medical service with a base cost of 100 thousand som up to 125 thousand som.
However, in social networks, this news is incorrectly interpreted as “paid services in state hospitals are getting more expensive”.
In fact, with the decision registered by the Ministry of Justice on May 7, 2025, the price of paid services provided by medical institutions was reduced. That is, payments for paid services in state hospitals have been reduced by at least 5 percent.
