Shavkat Mirziyoyev reviewed a presentation on the further development of the healthcare system. It discussed issues of providing modern medical services to the population, improving management efficiency, and expanding private sector participation.
According to reports, the number of private clinics has increased significantly in recent years: the number of institutions, which stood at 3,200 in 2016, is expected to reach 8,700 by 2026. At the same time, problems were noted, such as insufficient oversight mechanisms in the sector and licensing requirements not being up to date.
The presentation proposed strengthening the procedure for licensing medical activities, implementing oversight through an electronic system, and also allowing private clinics to provide services using budget funds. It is also planned to permit accredited private institutions to engage in transplantation.
Furthermore, it is envisioned to gradually implement mandatory licensing for all public medical institutions by 2030, allocate preferential loans for establishing clinics in remote areas, and introduce tax incentives for foreign specialists.
To attract investment into the sector, it was proposed to establish the Agency for the Development of the Medical and Pharmaceutical Industry, as well as to launch the company "Health Invest."
The head of state approved the presented proposals and gave instructions to those responsible for their implementation.
