The Business Ombudsman Council studied the decision of the Tashkent City Council of People's Deputies regarding the "Design Code." As a result of the study, it was found that certain clauses of the document contradict current legislation.

According to reports, under the Law "On Normative Legal Acts," projects affecting entrepreneurial activities must be mandatorily coordinated with the Business Ombudsman. However, this decision was adopted without complying with this requirement.

It was noted that the decision fails to clearly define the legal criteria for concepts such as "low saturation" and "neutral" established for advertising media. It was also stated that the requirement to standardize colors may affect intellectual property rights, particularly registered brands.

Furthermore, it was emphasized that the 3-month period given to adapt to the new requirements is insufficient, and the process should be implemented gradually.

In this regard, the Business Ombudsman has submitted a proposal to the Tashkent City Council to revise the parts of the decision related to entrepreneurship, make appropriate changes, and extend the effective date.
