Criticism was raised that the participation of local companies in billions of dollars worth of projects being implemented with international financial organizations is insufficient. A new system for preparing them for international tenders will now be introduced.
It is noted that infrastructure projects worth over 20 billion dollars are being implemented today. However, even local construction companies with high ratings, sufficient funds, and technical capabilities cannot fully participate in this market, with the majority remaining as subcontractors.
Officials and contracting agencies were criticized for not being able to adequately demonstrate the capabilities of local companies in negotiations with international financial organizations and for not protecting their interests in contracts. It was also noted that due to a lack of study of international tender conditions, even companies offering the lowest bids are losing in the competition.
In this regard, the task of creating a system to train local project developers, construction companies, and consultants to participate in international tenders was set. At the same time, it was positively assessed that some construction companies have begun participating as main contractors in international projects in neighboring countries.
