Criticism was directed at the lack of cooperation between agencies in urban planning councils, and it was decided to simplify the decision-making system. From now on, final solutions to entrepreneurs' problems will be provided under the leadership of the khokims (governors/mayors).
It was noted that the lack of communication between 26 agencies on the ground was causing numerous issues. Therefore, it is planned for the khokims of Tashkent city and the regions to lead the urban planning council and promptly resolve problems.
Furthermore, it was emphasized that it is incorrect not to award points in the "Transparent Construction" rating for equipment acquired on a lease basis. If such equipment is taken into account, at least 500 companies could improve their rating and gain access to a market worth 17 trillion soums. The Ministry of Construction has been tasked with creating an electronic database of such equipment and integrating it into the system.
In addition, it was noted that the restriction on import companies bringing in only one piece of specialized equipment per year should be abolished. Specialists have been assigned the task of analyzing processes from obtaining a construction permit within three months to commissioning the object, and proposing to reduce requirements, deadlines, and payments by up to half.
