Issues of supporting the network, expanding the feed base, and increasing export capacity were discussed.

It was noted that currently, a large portion of silkworm eggs is imported. It is planned to increase the level of utilization of local eggs to 75% by 2030. For this purpose, it is intended to launch elite egg production in Fergana and Khorezm, as well as to establish new seed enterprises in the Bukhara, Namangan, Tashkent, Jizzakh, Samarkand, and Surkhandarya regions.

For 2026–2030, it is planned to establish new mulberry plantations on 8 thousand hectares, plant single-row mulberry saplings on 41.5 thousand hectares, and reconstruct mulberry plantations on an area of 15 thousand hectares. As a result, 200 million mulberry saplings will be planted, and the feed base will be increased by 30%. The goal is to increase the volume of cocoon production to 36 thousand tons by 2030.

A new management system will be introduced in the sector, and the Uzbeksanoat association and regional structures will work closely with farmers and artisans. To attract low-income families to sericulture, a mechanism will be implemented to provide subsidies amounting to 35% of the value of one kilogram of cocoons and loans of up to 20 million soums.

Furthermore, proposals were made to expand industrial cocoon production, encourage the construction of wormeries, and exempt them from land and property taxes until 2029.

Special attention was also paid to the issue of increasing exports. By implementing 21 investment projects with a total value of $200 million by 2030, it is planned to increase the raw silk processing rate to 75% and raise export revenues to $250 million.

The Head of State approved the presented proposals and gave relevant instructions to the responsible persons regarding strengthening the feed base, developing local seed production, and increasing the share of finished products.
