It was signed by French President Emmanuel Macron, British Prime Minister Keir Starmer, and Ukrainian President Volodymyr Zelenskyy at the "Coalition of the Willing" summit held in Paris on January 6.

The declaration outlines five main directions:

  • The US will control the ceasefire regime and a special commission will be established for cases of rule violations;
  • Members of the Coalition of the Willing will financially and militarily support the Armed Forces of Ukraine;
  • Multinational forces will be deployed on Ukrainian territory;
  • Legal obligations for support will be developed if Russia launches a new offensive;
  • Long-term military cooperation will be developed.

France, Great Britain, and Ukraine signed a tripartite declaration, announcing their readiness to send troops to Ukrainian territory once the war stops. At the same time, Russia has stated several times that it considers such military deployments a threat to security.

Zelenskyy had previously asked the US on December 29 for 30–50-year security guarantees for Ukraine; currently, the parties are discussing a 15-year guarantee option.
