Speaking at the State Council meeting held on December 25, Russian President Vladimir Putin said that the option of partially "exchanging" territories in relation to negotiations with Ukraine cannot be ruled out. This was reported by the Russian publication "Kommersant".
According to the media, the discussion is about softening demands regarding the Zaporizhzhia and Kherson regions, which were declared annexed by Russia in 2022. In particular, Moscow may not insist on the condition of the complete withdrawal of Ukrainian troops from these territories.
At the same time, Putin specifically emphasized that the issue of the Kramatorsk–Konstantynivka–Sloviansk area in the Donetsk region is not up for discussion.
The Russian president also noted that the issue of joint management of the Zaporizhzhia Nuclear Power Plant with the US is being discussed. According to his words, the US side has expressed interest in issues related to operating the plant with coal and supplying electricity to Ukraine.
On December 26, Ukrainian President Volodymyr Zelenskyy announced that a meeting with US President Donald Trump will take place in the near future. According to Ukrainian media, this meeting could take place as early as December 28.
