The Ministry of Construction commented on reports of legal violations in a state procurement worth 38.5 billion soums identified by the Agency for Combating Corruption. 

According to the Ministry, state procurements are carried out fully electronically, without human intervention, through the "Transparent Construction" national information system.

Three contractor organizations participated in the tender for the project "Improving the water supply of agricultural fields by constructing a pumping station and water pipelines for the 'Khongaronsoy' reservoir in Boysun district, Surkhandarya region," announced on August 29, 2025.

It was emphasized that organizations wishing to participate in tenders in the special system are checked twice, and it was noted that during the second check of the mentioned enterprise, which was unreasonably excluded from the tender, a tax debt of 2.3 million soums was identified. Based on this, the platform automatically disqualified this participant.

The tender results were annulled because it was revealed that this debt in the electronic database of the tax system had been artificially created, according to a relevant court decision.
