In Tashkent, heating and hot water tariffs are planned to increase starting from October 1, 2025. This was reported by Gazeta.uz, citing Sevara Pardaeva, CEO of Veolia Energy Tashkent, during the city council meeting of people's deputies held on August 12.

According to the announcement, tariffs may increase by 15% for the population, 40% for legal entities, and 19% for budget organizations.

The capital's population currently pays only 18% of the base tariff, with the remainder covered by subsidies from the city budget. The government plans to gradually phase out subsidies for heating and hot water services by 2030.

Veolia Energy Tashkent aims to achieve 100% consumer payment for tariffs within the next five years.

Currently, the retail tariff for residents of multi-story residential buildings is 121,617 soums/Gcal (excluding VAT). If the proposals are approved, the price could rise to 139,000 soums.

"The unpaid share by legal entities is covered by budget organizations. This is another burden falling on the state’s shoulders. However, it should be noted that the difference between tariffs for state enterprises and legal entities has become excessively large. In the rest of the republic, they are considered the same. For example, in other regions of the republic, if it is 500,000 soums, a state enterprise pays 500,000 soums, and a barbershop also pays 500,000 soums. But here, the difference is currently very large. Under our current tariff, state enterprises pay 801,000 soums per gigacalorie, while legal entities pay 241,000 soums," she emphasized.

Last year, the company proposed a 50% increase in tariffs for legal entities, but the proposal was not accepted, and the increase was limited to 15%.

If the new tariffs are approved, the price for legal entities will rise to 342,300 soums, and for budget organizations, to 954,300 soums.
