A one-year state monopoly on international internet traffic has been introduced in Kyrgyzstan. President Sadyr Japarov signed the corresponding decree.
From August 15, 2025, to August 14, 2026, all international traffic will be processed exclusively through the nationalized "ElKat" company. Other operators must transfer all their contracts to this company within two months.
The Ministry of Digital Development emphasized that this measure would contribute to price stability and economic digitization. However, the mechanisms for its implementation were not clarified.
Previously, the Association of Telecom Operators of Kyrgyzstan criticized this plan, calling it unconstitutional and in violation of competition laws.
