European Commission President Ursula von der Leyen has proposed extending temporary protection for Ukrainians until 2027. This decision is explained by Russia's ongoing illegal attacks and the unstable situation in Ukraine.

Brussels has made a proposal to the EU member states, recommending that permanent residency (permission to live) be granted to Ukrainians who have successfully integrated into society based on employment, education, research activities, or long-term living grounds.

The needs of refugees wishing to return to their homeland were also considered. "Assistance in making a choice" familiarization trips are planned for them.

Another proposal suggests that the EU member states should create Unity Hubs – multifunctional information centers, in collaboration with officials in Ukraine. These centers will support the adaptation of refugees to the EU and their return to Ukraine. This initiative is to be financed by the AMIF fund.

To coordinate the process, the European Commission plans to appoint a special representative for Ukrainian matters.

For these plans to come into effect, they must be formally approved by the Council of the European Union.
