Some jurisdictions recorded the lowest results in the Openness Index.

By the end of 2025, a number of state bodies and organizations were classified into the "red" category.

According to the report of the Agency for Combating Corruption, the lowest indicators in the final assessment results for the openness of state bodies' activities in 2025 were recorded by the Andijan regional and Tashkent city administrations. The list also includes the administrations of Tashkent and Syrdarya regions.

Aloqabank, Toshshahartransxizmat, the Supreme Council of Judges, the Agency for Forestry and Green Areas Development, Combating Desertification, and Uzbekistan Railways were also included in the "Red" category from among banks. Proposals may be submitted regarding the application of disciplinary measures against the leaders in this category.

It is reported that the assessment covered 97 ministries, agencies, and local government bodies and was conducted based on 8 indicators and 84 criteria. In the end, 66 organizations recorded "green", 22 recorded "yellow", and 9 recorded "red" efficiency indicators. Compared to last year, those in the "green" category increased by 34 percent, while those in the "yellow" and "red" categories decreased by 36 and 31 percent, respectively.

The highest results for openness were recorded by the Navoi Mining and Metallurgical Combine, Uzbekhydroenergo, Uzavtosanoat, the Transport Control Inspection, the Almalyk Mining and Metallurgical Combine, the Ministry of Digital Technologies, and the Ministry of Justice.

It is planned that the shortcomings in the field of openness of the heads of organizations included in the "Red" category and their plans to eliminate them will be heard at the sessions of the National Council, the Cabinet of Ministers, and the Senate of the Oliy Majlis.
