It was noted that access to the Telegram messenger in Russia has been almost completely restricted. The international research project "Agency" reported on this, citing OONI data.
According to the data, on April 10, the level of observed disruptions in accessing Telegram reached 95%. This indicator is assessed as the highest level since the restrictions on the messenger intensified in Russia.
Analysts believe this situation indicates that Telegram is facing stricter restrictions compared to other messengers.
Also, according to OONI data, the share of anomalies in the officially restricted Signal and WhatsApp applications was 89%.
According to the data, Telegram has been gradually throttled in Russia since February 2026. In mid-March, blocking measures by some providers were intensified, and at the beginning of April, the possibility of a complete block was discussed.
It was also reported that since August 2025, calls via WhatsApp and Telegram have been restricted in Russia.
Experts emphasize that Russia is actively promoting the national Max messenger.
