A video depicting the brutal cutting off of a male puppy's ears in Surkhandarya was posted on social networks. Regarding this incident, the Public Security Department of the Ministry of Internal Affairs reported through its Press Service the news.
According to it, regarding the incident, an administrative protocol has been officially drawn up against the offender based on Article 111 of the Code of Administrative Responsibility, and the collected documents for taking legal measures have been sent to the judicial authorities.
"I sincerely apologize. I regret what I did," says the offender.
