It is planned to introduce a new financial and management model in the sector in 2026–2030.

On January 14, President Shavkat Mirziyoyev reviewed proposals aimed at further improving the management system of the multi-apartment housing stock and enhancing the quality of services provided to the population.

It was noted that currently, over 44,000 multi-apartment buildings in Uzbekistan are home to 7.1 million residents. They are serviced by more than 900 management service companies and over 200 companies, while 856 buildings have implemented a self-management system.

In recent years, certain work has been carried out on the improvement of multi-story buildings and adjacent areas, repair of common property, and renewal of engineering communications. However, increasing the stability and efficiency of management companies' activities and expanding the range of services remains an urgent issue.

In this regard, it was proposed to implement a cluster system for managing multi-family buildings in certain cities and districts as a legal experiment in 2026–2030. Within the experiment's framework, the condition of buildings will be analyzed and categorized into "green," "yellow," and "red" classes, lots comprising at least 7,000 households will be formed, and five-year development programs will be developed.

Management organizations will be selected through the "My Home" information system by a vote of property owners. Mandatory fees and all additional income will be accounted for precisely through this system. If reports are not submitted on time, the calculation of mandatory fees will be temporarily suspended.

Furthermore, it is planned to gradually launch the "Housing" national information system, digitize the sector, and implement artificial intelligence technologies in dispatch services.

The head of state instructed the responsible persons to create, in a short period, a beneficial, transparent, and economically stable system for housing property owners and management service companies, and to increase the sector's investment attractiveness.
