According to preliminary information view, the majority of the victims are staff of the "Birch by Romeo Lane" nightclub located near a popular beach. There are also tourists among the deceased.
According to police estimates, a gas cylinder exploded in the club's kitchen around midnight local time on Saturday, causing a fire.
On Sunday morning, officials said the death toll had risen from 23 to 25.
"The fire was concentrated around the kitchen on the first floor," local police chief Alok Kumar told the BBC.
Most of the bodies were found near the kitchen, "indicating these victims were club staff," he added.
According to Goa Chief Minister Pramod Sawant's statement to journalists, three people died from burns, while the rest died from suffocation.
According to him, "three to four" tourists were killed; their age and nationality are still unknown. The condition of six people in the hospital is stable.
