It is not the frozen assets themselves, but rather the revenue derived from them that is being directed to aid Ukraine.
Earlier, the European Union's chief diplomat, Kaja Kallas, stated that assets could only be returned to Russia after war reparations have been paid.
Currently, Russian assets worth 210 billion euros are frozen in EU countries.
