The EU budget for 2028–2034 plans to establish a separate assistance fund for Ukraine. Its total volume could amount to 100 billion euros.

According to the budget proposal put forward by the European Commission, this amount will consist of grants and loans. The grants will be fully covered by the EU budget, while the loans will be Ukraine's liability.

"If Ukraine is unable to repay the debts, the EU budget will be forced to cover this obligation," says an EU official.

At the same time, the ratio of grants to loans has not yet been finalized. This issue will be resolved during negotiations with the European Parliament and the EU Council.

Experts believe that the share of grants in the aid to Ukraine may increase, as the country already has significant external debt.

Furthermore, the allocated amount of 100 billion euros could also change. Based on past experience, budgets for foreign policy are often reduced. The negotiations may also extend over several years.
