According to the Korean Central News Agency (KCNA), “the propelling carriage of the ship moved prematurely off the slipway and hit a barrier. As a result, parts of the ship's bottom were damaged, the ship lost its balance, and the bow of the ship did not come off the slipway.”
Kim Jong Un called this event “a major disaster and crime”. He ordered the review of responsible officials' accountability at the June plenum of the Central Committee of the Workers' Party of Korea.
Furthermore, the North Korean leader ordered the completion of the destroyer's restoration works by the June plenum. This task implies an exceptionally short and pressured work schedule for the shipbuilders.
