The President of Uzbekistan's "El-yurt umidi" scholarship will be established. This was “specified in the presidential decree on additional measures to support education abroad for talented specialists, to develop and encourage their professional skills”here.
According to the decree, this scholarship is established to select the most worthy candidates for education programs at the bachelor's, master's, and doctoral levels.
The winners of the "El-yurt umidi" scholarship will be determined through open competition by conducting tests and interviews. Candidates' intellectual, analytical, creativity skills, and psychological stability will be evaluated during the tests.
According to the decree, the "El-yurt umidi" fund has been reorganized under the presidency into the "El-yurt umidi" fund for Prospective Personnel Training.
The main tasks of the fund are defined as follows:
- studying the demand for professionally trained, deeply educated, modern thinking, and patriotically brought up personnel;
- professional orientation of candidates according to the needs of ministries, departments, and strategic enterprises of economic sectors;
- creating suitable conditions for the labor activity and social protection of scholarship holders after their return to Uzbekistan, and submitting proposals to support them;
- effectively using the potential of scholarship holders to further enhance the positive image of Uzbekistan on the international stage.
According to the global rating results of international rating organizations for bachelor's, master's, and doctoral programs:
- candidates admitted on a grant basis to foreign higher education and scientific-research institutions ranked in the top 100 will be awarded the "El-yurt umidi" fund scholarships without competition, covering full tuition fees;
- candidates admitted to foreign higher education and scientific-research institutions ranked in the top 300 will be awarded the "El-yurt umidi" fund scholarships without competition, covering international transport and accommodation expenses;
- graduates of Presidential, creative, and specialized schools who are admitted on a grant basis covering at least 50 percent of tuition fees for bachelor programs of foreign higher education institutions ranked in the top 20 will be awarded the "El-yurt umidi" fund scholarships without competition.
