The current balance on the Korean Peninsula suits the interests of many states. South Korea has almost abandoned the idea of unification, and Japan does not want a strong Korea to emerge.
For China and Russia, it is preferable for North Korea to remain in a controlled state. For the US, Pyongyang also remains a constant pressure point.
In the situation related to Venezuela, economic interests come first: the country is considered a world leader in oil reserves, while North Korea lacks such a resource.
