Financing has been planned to be allocated for the purpose of improving air quality in Uzbekistan. This was announced at the regular session of the Legislative Chamber of the Oliy Majlis of Uzbekistan held on December 3.
These measures were discussed during the consideration of the draft law "On the State Budget of the Republic of Uzbekistan for the Year 2026."
"In our view, additional revenues and income will amount to 548 billion soums in 2026. A special commission for improving ecology is operating in Tashkent, a headquarters has been established and it is working daily. Work is being carried out in three directions. Yesterday, urgent and long-term systemic tasks were assigned. This work must have a scientific basis and be implemented based on calculations. We are in the planning process, and the new system ensures its effectiveness," said Jusibbek Kozbekov, Deputy Chairman of the National Committee for Ecology and Climate Change of Uzbekistan.
Expressing his opinion on the issue under discussion, Jamshid Kuchkarov, Deputy Prime Minister and Minister of Economy and Finance of the Republic of Uzbekistan, emphasized:
"The task set before us is to allocate 900 billion soums and transfer them to the fund by the end of the year. Everything will be put in its place during the upcoming budget discussions," the minister stressed.
The state targeted fund was established under the Committee for Ecology of Uzbekistan on November 18, 2025, based on a Presidential decree, to address environmental problems. The fund operates to finance national-scale projects, research, and programs aimed at eliminating environmental problems.
Sources for establishing the fund:
900 billion soums from the republican budget in 2025;
550 billion soums for specific measures in 2026.
Starting from January 1, 2026, funds will also be directed to the fund from the following sources:
- 20% of revenues from carbon unit trading;
- a specific portion of fines and compensations paid for environmental damage;
- 10% of the recycling fee paid for imported vehicles.
