Russian President Vladimir Putin has approved a new concept for the state migration policy for 2026–2030 — the document was published on the official legal acts portal.

It replaces the current policy from 2018 and comprises 9 sections and 46 paragraphs.

The concept notes that the number of migrants coming to Russia for work is expected to remain stable until 2030, but the government plans to take measures to limit the family composition of migrants, ensure their integration into society, and support traditional values. Some of the key areas include:

regulating the entry and exit of foreigners and their living conditions in Russia;

increasing school attendance among migrant children, reducing the number of children not attending school;

restricting the residence in Russia of non-working and non-studying family members;

measures to counter the formation of ethnic enclaves and isolation from society;

extensive use of information technology and biometrics to strengthen state control.

The document also outlines plans to reduce the number of illegal migrants, decrease crime involving them, and increase the share of foreign students in Russian higher education institutions.

The concept is aimed at balancing the demands of the labor market and the socio-economic impact of migration.
