According to the decree of the President of the Republic of Uzbekistan dated August 29, 2025, "On measures to strengthen cooperation between people's representatives and voters within the framework of improving participatory budgeting processes," a procedure for co-financing projects on social issues between the population and the state on a partnership basis will be introduced starting from 2026 is introduced.
In this case, if 50 percent of the project's value is voluntarily financed by the initiative-taking population, the projects are automatically deemed winners, and the remaining 50 percent is financed from the republican budget of the Republic of Uzbekistan.
When projects are co-financed on a partnership basis:
they are deemed winners without participating in the voting;
the practice of granting a respite to the relevant neighborhoods does not apply.
Furthermore, by October 1, 2025, an interactive map of the winning projects under the "Participatory Budget" will be launched on the "Open Budget" information portal.
