This requires expanding cooperation with employers, raising skill development to a new level, and ensuring private sector participation. The mismatch between vocational education and labor market needs is causing certain problems in personnel training.
Some norms in labor relations create difficulties for business entities, especially small enterprises. The full potential of information technologies is not being utilized in hiring.
Moreover, current requirements do not encourage employers to openly announce real vacancies. This leads to hiding such information, limiting the ability to properly analyze the labor market and determine vocational training directions.
The presentation provided information on new plans and initiatives aimed at addressing these issues.
Accordingly, labor authorities are envisioned to transform into a structure that does not penalize employers but operates as a partner, providing services to them.
In particular, it is proposed to abolish penalties for employers who fail to submit mandatory information about job vacancies or do not hire submitted candidates. This will allow employment agencies to collect accurate and fair information from employers and direct job-seeking citizens to them. The employer, in turn, decides whether to accept or reject the candidate.
To implement this system, a special electronic platform will be created, initially piloted in Tashkent and later expanded nationwide.
Additionally, hard-to-fill vacancies will be converted into key vocational training directions, helping to organize targeted training processes.
To further improve the quality of vocational education, plans include involving private sector representatives in the activities of Vocational Skills Centers and transforming some centers into specialized training institutions for specific fields.
Officials have been tasked with transitioning vocational education to a three-tier system. For instance, guidelines were provided on implementing free video lessons online and creating opportunities for working citizens to retrain or upgrade their skills through "vocational vouchers."
