According to the report, due to the closure of the air space over the city of Kazan, Uzbekistan Airways' flight HY9651/9652 (Fergana—Kazan—Fergana direction) was forced to be delayed and will be operated according to the following schedule:
- Departure from Fergana — 15:00, arrival in Kazan — 16:45
- Departure from Kazan — 18:00, arrival in Fergana — 23:30
